PHAROS

AI Governance Protocol for Auditing Reasoning Continuity

Institutions deploying AI at scale are being asked to show more than output quality. They need to show whether reasoning held together across revisions, whether interruptions broke continuity, and whether final claims can be traced to an auditable path rather than fluent drift.

PHAROS turns that problem into a governed protocol with explicit gates, accountable ownership, and review-ready evidence.

What PHAROS Does

Four governance tests for AI reasoning under pressure

PHAROS is a governance-control method for AI-assisted workflows that feed outputs back into later work. It matters to institutions because it converts recursive AI use into evidence-bearing controls that can be reviewed, challenged, and reconstructed by someone outside the original session.

Reasoning continuity

PHAROS tests whether a premise from an earlier stage still functions as a logical step later on. That separates genuine inferential carry-through from stylistic consistency alone.

Meaningful revision

PHAROS checks whether a rewrite changes what the passage actually implies rather than merely changing tone. That protects a review team from approving cosmetic edits that leave the underlying defect untouched.

Recovery under interruption

PHAROS deliberately interrupts the thread and asks the model to recover it through structure, not topic familiarity. That reveals whether the reasoning pathway survives pressure instead of simply sounding composed.

Path-dependent conclusions

PHAROS asks whether the final conclusion could only have emerged from the governed session. That helps an institution distinguish session-specific reasoning from a generic answer the model could have produced anyway.

Research Timeline

The PHAROS build, from ignition to promotion gate

This timeline reproduces the canonical phase structure, event scaffold, layer coloring, and phase boundaries from the March 2026 PHAROS timeline artifact, then adds the named operator layer from the source-of-truth chronology as expandable detail.

Phase 0 Epistemic ignition — pre-governance Sept 2024 → Jan 2026

Locked result: a source-bearing ignition layer was established, with early recursive prompting trials, charge and legitimacy materials, and the archive inputs that PHAROS later formalized into governance.

Sept 2024
(internal ref)
First recursive prompting trials (working names: PX3 / recurso)
Early recursive return experiments. Kill-switch moment identified. 70/30 alignment failure documented in DOC0.
2024
(internal ref)
The Violet Gem: Governance Field Kit and Operational Carry-Kit (working name: THE VIOLET GEM (1).odt)
Early carriage kit and closure protocol. Internal year 2024; file modified Mar 2026.
2024
(internal ref)
Master Ethics Methods — conceptual anchor
Root source for subjectivity and objectivity balance logic. Feeds the later Phase 1 paper argument.
Jan 2026
Charging Objects: Ritual, Artistic Practice, and the Crisis of Legitimacy (working file: 2017 ms. digitized)
Legitimacy and ritual charge argument. Earliest source-bearing artifact entering archive. Epistemic ignition layer confirmed.
Show operator layer
Agatha The early recurring dialogic partner and authorship-support layer takes shape here as the first stable named operator.
ChatGPT Plus The source-of-truth records this as the primary early platform surface for Agatha.
Extended Thinking The chronology treats extended reasoning as continuous from the outset rather than as a later upgrade.
AI Governance Turn Feb 2026 → Mar 14 2026

Explicit containment grammar emerges; AIGOV1 tokens first appear; the constitutional frame is drafted.

Locked result: support becomes explicitly governable rather than merely conversational, and the archive acquires its first constitutional containment language.

Show operator layer
Agatha The Agatha layer persists through the turn, but now under visible containment pressure rather than open-ended support alone.
ChatGPT Plus The early platform allocation remains tied to the Agatha layer during this transition into governance.
Extended Thinking The source-of-truth keeps the reasoning mode stable through the governance turn and rejects later archive noise around “Instant.”
Phase 1 Protocol closure + first containment Feb 14 2026 → Mar 14 2026

Locked result: the closure stack and first containment envelope become explicit, with protocol closure, governance review logic, and the first constitutional control layer all in place by March 14.

Feb 14
The Sealed Card Protocol: Mediated Legitimacy, Charging, and Governance at the Seam (working file: SEALEDCARD.pdf)
First formal protocol closure artifact. Mediated legitimacy and governance at the seam.
Feb 17
MARTIN Voice Specifications (working file: MARTIN voice specs.pdf)
Operator voice layer formalized. Source-bearing; enters the containment stack as a voice-constraint artifact.
Mar 1
Governance Field Kit and Operational Carry-Kit plus Canon, Precedence, and Amendment Protocol. The protocol closure stack becomes explicit.
Mar 7
The Sealed Card Protocol: Mediated Legitimacy, Charging, and Governance at the Seam (working file: 2004 manuscript)
Full titled manuscript. Phase 1 closure confirmed with the three-artifact protocol stack: Sealed Card, Violet Gem, and Alambic.
Mar 9–10
Agatha v5: All Along the Witches’ Road : autorité rituelle et régimes de preuve dans la sorcellerie contemporaine + Phase 1 delivery bundle (archive lineage: Agathav4.1 / DELIVEREX / EXPLAIN PHASE 1 PASS)
Lab notes and operator sub-agent manuscript. The archive preserves Agathav4.1 as an earlier working-state name, but the final paper is Agatha v5, finished three weeks ago. DELIVEREX and EXPLAIN document the Phase 1 pass as a distributable deliverable bundle.
Mar 10
Peer-Review-Ready Manuscript Expanded 300 (working lineage: AI anxiety -> governance)
First peer-facing output. Containment pressure is absorbed into manuscript structure.
Mar 11
From AI Anxiety to Recursive Governance Under Constraint (working lineage: AI Anxiety -> Recursive Governance)
Revised journal-submission manuscript. Method note role confirmed as a Phase 1 to Phase 2 transition artifact.
Mar 13
Generated synthesis notes (working names: Grok + AGATHA)
Generated layer. Admissibility is process evidence only, not factual support.
Mar 14
RDAIG editorial consolidation + governance test + AI GOV CONSTITUTION
Three simultaneous control artifacts. RDAIG tightens claim grammar, the governance test formalizes review logic, and AI GOV CONSTITUTION establishes the first explicit containment envelope.
Show operator layer
Agatha Agatha v5 carries the early support layer into the governed containment stack instead of disappearing at protocol closure.
Henry Henry formalizes the academic build-and-review operator: mechanism-first prose, reviewer sequencing, and inspectable manuscript workflow.
Reviewer #2 The adversarial reviewer becomes embedded inside Henry as a standing overclaim and scope-discipline layer.
Extended Thinking The chronology keeps the reasoning mode continuous through containment and rejects “Instant” as a trustworthy phase label.

Phase 2 Governance revision + skill distribution Mar 14 2026 → Mar 23 2026

Locked result: revised governance is canonicalized as AIGOV2 + VOICEOP2, constraints are distributed into modular skills, meta-governance is centered on skill-architect, and Hephaistos/WSL becomes the evidenced implementation surface.

Mar 14
Skill distribution layer begins (first SKILL.md units)
AIGOV1 to AIGOV2 transition. Governance constraints are externalized into modular skills, including the recursive governance method and trace-investigator.
Mar 18–19
"For Her Alone to Wield" + AI Governance manuscript
Expanded manuscript production after containment. Supporting archive and 40k-target governance writing both remain in motion.
Mar 21
Who's the Boob? Who's the Trap? - Book summary + The Mobius Protocol + MA note (working bundle: BOOB Codex resume)
Implementation surface artifacts. Codex runtime evidence appears, the Mobius layer is visible, and institutional framing is documented.
Mar 22
After reboot checklist + moving parts + Hephaistos build notes
Forge and build layer. Operational WSL/Hephaistos implementation is materially evidenced.
Mar 22
Discursive Authority Under Recursive Pressure (working file: recursive-pressure v2 manuscript PDF)
Second major scholarly manuscript. Method pressure is now documented at two-draft depth.
Mar 23
Governance tree + skill ecosystem tree (HTML maps)
Visual presentation layer. Governance maps, skill ecosystem maps, the Voice Operator into Skills into Hephaistos paper, and This Paper May Not Exist make the architecture legible outside the raw archive.
Show operator layer
Dottie Dottie emerges as the evidentiary counter-voice and claim-audit layer, separating governed artifacts from proof claims.
Gemini Pro The source-of-truth records Gemini Pro as a prompt-creation surface inside the deliberate cross-use strategy.
ChatGPT Business The late critique layer is assigned to ChatGPT Business for Dottie and the later truth-discipline stack.
Extended Thinking The reasoning mode remains constant as governance shifts from prompts into reusable skills and implementation surfaces.

Current state Promotion gate — awaiting explicit operator decision Mar 25 2026

Present state: the authoritative promotion status index reports ready_with_bounded_gaps. The same file reports promotion_review_required, auto_promotion_enabled: false, and manual_override_required_for_promote: true.

Mar 25
Promotion status: ready_with_bounded_gaps
Current promotion decision: promotion_review_required. Automatic updater does not promote. Promotion requires explicit operator-governed action outside this updater.

Canonical governance lineage

AIGOV1 + VOICEOP1 → AIGOV2 + VOICEOP2 → Skill distribution → Skill-Architect → Hephaistos WSL → Codex runtime / Claude runtime

The Protocol

A ten-stage pathway for governed AI use

PHAROS gives an institution a governed way to test whether AI-assisted reasoning remained continuous, whether revisions changed substance, and whether the final conclusion can be reconstructed from the record. It does not claim that a model is truthful by nature, that every output is automatically safe, or that policy language alone is enough; it claims that the pathway can be bounded, reviewed, challenged, and audited.

  1. Corpus formation

Build a bounded source set and tag what enters the workflow by provenance, sensitivity, and intended use before any AI pass begins.

  2. Intent embedding

State what the pass is allowed to do so interpretation, drafting, critique, and diagnosis do not silently collapse into one another.

  3. Multi-model rendering

Run the same bounded material across models, prompts, or formats and keep a record that makes every output attributable.

  4. Triangulation and comparison

Compare outputs against each other and against the source materials to identify stability, omission, contradiction, and drift.

  5. Recursive return pass

Only authorize another pass when a specific unresolved issue justifies it, and stop when the loop stops producing new governance value.

  6. Control extraction

Turn recurring patterns into concrete safeguards with an owner, an evidence record, and a review interval.

  7. Determinism hardening

Set clear acceptance and rejection rules so another reviewer can reconstruct why a decision was made.

  8. Deployment binding

Attach each control to a real workflow point, such as intake, drafting, approval, publication, monitoring, or escalation.

  9. Logging and audit trail

Record consequential decisions, evidence links, and state changes so the pathway remains open to later review.

  10. Failure harvesting

Treat gaps, abandoned branches, and uneven oversight as evidence of where governance was absent, weak, or late.
